The Historic District Commission consist of five members who have demonstrated special interest, experience or education in history or architecture.  The Commission is appointed by the Board of Aldermen for two year terms.

The Historic District Commission was established to promote, enhance, and preserve the character of two Historic Districts, known as the Hunter-Decatur Street District and the Academy Street District. The Historic District Commission serves as an Advisory Board to the Board of Aldermen and as a quasi-judicial Board that makes decisions about proposals for exterior changes, new construction or demolition of any property within the Historic Districts.

Homeowners of property within the Historic Districts are required by the North Carolina General Statues to apply for a Certificate of Appropriateness (COA) before exterior work commences.  The Historic Commission will hear and grant, deny or grant on condition(s) the COA based on findings of fact within the Historic District Design Guidelines.
